Is it safe to treat the water against chloramine even if it's not present and just do it as a matter of precaution? I am planning on getting some fancy guppies. What is the best plant for them to hide in? You have been so very helpful.

It's just fine to do so, the only side to water conditioners is that they deplete oxygen but it takes a massive overdose to harm fish.

Java fern is your best friend, it's super easy to grow and good for guppy fry. Just tie it down to wood, rocks or let it float Hornwort is a nice floating plant as well.
Also what size is this tank?
