Blue-green Tinge in Lungfish Aquarium

I'm not exactly sure where this belongs, so here goes:

The water in my lungfish aquarium inevitably turns green a few weeks after any water change. When I first noticed it, I though that the fake plants that were in the aquarium were leaching their dye into the water, so I removed them but ended up with the same result after the next water change. The remaining decor in the tank consists of a shell, gravel, rocks, and some live plants (Elodea and water wisteria).

Before anyone says "Duh, it's algae," I must point out that the water looks blue-green and is still clear; it almost has the appearance of having been dyed. It also leaves behind a blue-green residue on the tank and anything else that the water touches and dries up on.

Does anyone have any idea what my problem is?

Both aquariums were filled with water from the same source and both are filtered yet only one of them has this problem...

This problem doesn't seem to be having any negative effects on the lungfish; it still has the same appetite and has regular bowel movements.

I'm pretty sure that it's not algae. It only appears after some of the water from the aquarium has evaporated, and the aquarium has pretty low lighting and good filtration.

I feed the lungfish a variety of foods: beef heart, fish fillets, algae wafers, shrimp pellets, and sinking bottom feeder pellets. I'm not sure if any of those contain significant quantity of dye that the lungfish can't process.
