I know the are super aggressive toward eachother. Esp. when trying to breed. I kept 6 of them once in my 220g and two paired up and killed all the rest in the tank. including some of my small largemouth bass.
 
I had 1 in a 30 gallon and it did fine. I caught it when it was about 2 inches and it grew very slowly in that size tank. I had it for over 3 years and it was only 5.5 inches at that point.

Maybe for a Georgia Shell Cracker, but a true bluegill and not a hybrid does not need a tank this big for a single specimen.
 
Lepomis macrochirus? These guys CAN get big. The record was absolutely huge. Depends on where you are getting your fish from...there are many centrarchids that look similar, could probably interbreed, but do have size differences.

My buddy has a pair of western dollar sunfish in a 55g planted aquarium.

It obviously wasn't doing fine if it only grew 2.5" in 3 years...sounds like you stunted it.

Bluegill can grow to 10-12"+, that's DEFINATELY too big for a 36 gallon.
 
If you want to use a smaller tank I would suggest either Longear sunfish which usually get up to 8" and are less aggressive or green sunfish which usually only reach 6". The green sunfish are more aggressive but stay smaller, the longears are really pretty and easy to keep.
