My answer is 10990.

There are 49 backpacks total (7x7) since every 1 of the 7 girls has 7 backpacks.

Each backpack has 7 big cats, so 49x7, which is 343 big cats.

For each big cat, there are 7 small cats, so 343x7, which means 2401 small cats.

2401+343 is 2744 total number of cats (big and small).

7 girls each has a pair of legs, that's 14.

2744 cats each has 2 pairs of legs, that's 10976.

10976+14 is 10990.

Come on now, if the bus driver is imaginery, so could be the bus , girls, backpack, cats, etc.
No mention was made as to whether or not the bus was even moving, hence, no need for a driver right?
It just might be a trick question in the fact that none of it really exists.
