Here is the way the "overflow" is setup on my tank. It works really well. Unless the water gets a little bit high it doesnt make any noise, and it wont siphon through that because the water level is so close to the top of the PVC

I'm pretty sure you can get them from a good hardware store, or a place that sells specialty plumbing stuff. you could also probably buy an insert and drill the holes. they are about 1/8 or 3/16" holes.
