Can Guppie feeder fish live in a bucket without aeration?

You need to get it on a balanced diet, I use in the main Hikari jumbo carnisticks, it also gets defrosted tilapia or hake, live crickets, superworms, earthworms/ night crawlers, live no more about 30% of its diet. If you don't vary the diet, it gets used to one food only, and you'll battle later to get it to eat any thing else. Starve it if you need to or crush some superworms and leave the Hikari to absorb some of the worm and feed.
 
Just for the record, from my own personal experience. A few weeks ago, at the shop I work in, six guppies were left at the bottom of a 50 gallon brute trash bin in 7 inches of stagnant water for over a week. When netting them over the bin to get them out of their old water they must have fallen in and I hadn't thought to check. When I spotted them a week later I was shocked to see them still alive and completely healthy at the bottom of the bin. So in essence, yes, you can keep guppies in standing water for a week at roughly 72 degrees fahrenheit and they will live. I would not know how much longer they would live in these conditions, but they were damn healthy when I found them a week later.
 
I keep and breed fancy guppies outside in big tubs with anacharis and water lilies/lotus and a 55 gallon planted with various aquatic plants outside in my yard. All of them are unfiltered. They even have a healthy population of ghost shrimp in them.

My silver arowana is 8 inch long and i kept him for 2 months now.,can he eat Hikari food sticks? or i will try different live food?

He definitely can eat Hikari food sticks. Train him now! Stay away from live foods.
Pellets>freeze dried>frozen>fresh>live.
