Newer cars all have a screen in the fill neck to prevent anything (like a hose) from sliding into them (so you can't siphon fuel out).
I vote locking cap. People who steal are lazy, give them an extra step and they'll move on to an easier target. Or put a note inside the gas cap saying "I'm locked and loaded, how fast can you run?"
