That's a baby brown trout. Please do not collect these, simply because collecting young fish from any established fish population is unethical. Collecting mature fish, if it's legal, is much better, and if possible, collect only males.
As a side note, every state fishing license should say somewhere on the license that it must be clearly displayed above the waist. Most sellers will also tell you that when you purchase the license, and will sell waterproof license protectors for under a buck that you can hang around your neck or pin to your coat. Simple.
They really do make it very clear, and as a fisherman you should take some responsibility and learn the rules. If you're going to fish, learn what license you need for the species you plan to catch, how it should be displayed, and what laws apply to each waterway. Learn about responsible waterway management, how to properly catch and release a fish, how to minimize waterway damage and eliminate invaseive species transfer. Learn how to humanely kill a fish you plan to keep. Learn how to identify each species in the waterway you plan to fish. Fishing is a privilege and we should do what we can to play by the rules and minimize our impact on the environment.
