Have you thought about making a 2-3' lip around the pond? You could make a gorgeous wood trim around the pond that could support acrylic lids for the top. Thus keeping heat in while still looking clean.

one of them tankless water heaters may work as well, like is found in an RV. maybe there is one at your local junk yard? i would for sure cover it to keep some heat in. like what was suggested earlier, some acrylic sheets that you could get from the hardware store.
