It took me somewhere in the $1000 range to setup my 120, Fish, lights, tank, test kits, gravel, plants, rock/log formations, canister/undergravel filters, thermometer, heater, stand, and a full glass hood.

I rinsed each bag for atleast 10 minutes, and when I put them in the tank, it still made the tank a mess. It did settle after about a day, however.

Overall, I'd say its worth it just because I love the look of the black sand, but it is a little bit of work.

I am in the middle of setting up a 150 right now. I will add up all the costs and post them here as I go. I am guessing I will spend at least $300 on top of the original tank (and glass tops) cost.
my 150 was brand new and after all lights, filters and decore... I'd say it was about $1k-1200
just did a 125 used with hood and stand then new filters for $700
