Basically yes. Its sort of a status symbol like a pair of antlers on a moose or the mane on a lion. Lets the other males know who not to mess with and the females to know who's the best.

I for one can not understand how such a thing is natural in a fish just does not seem to be a naturally occuring thing

Koks occur naturally though scientists refer to them as nuptial humps. Naturally they tend to be smaller but through hybridization and selective breeding for the feature fish with larger than natural humps appear in the hobby.
It is a beautiful fish, but the hump is a bit too large for my tastes.
