puffers can be real *****es. i have three spotted puffers. i'm afraid to put anything else in there with them for fear they'll peck it to death lol
i had two bumble bee puffers a few years ago and they killed everything in my tank over the course of a couple days. nipped all their fins off. they're cute little monsters.

I have an adult scat in a 55 gallon tank with just one tsp of salt for every five gallons along with a needle fish and a pleco. Everybody has been together for about 10 months and havent had any problems.

anyway, yea pufferfish can be kinda aggresive :S
but columbian sharks, when in groups most of the time, will stand up for them selves. you might want to get 2 more, they do best in groups of 3 or more.

give him some time and see what happens

best of luck; one of the best fish to keep, and put frozen bloodworms floating on the top, and watch him swim upside down with his mouth open
