Might have triggered breeding mode.

One day I changed the water in my red devil tank, dropped some frozen krill in immediately after and he started humping the glass. He had his wiener out and was going to town. It went on for about an hour.

It could be the beginning stages of Ich. at first the fish will seem to scratch against stuff, then the white dots show up, if this happens all you have to do is go to the pet store and get some treatment. and follow the instructions
 
ok would it hurt to try the treatment if he didn't have ich? but just to be safe? thank you for a helpful post btw haha

I think you lack an understanding of sarcasm. My fish obviously doesn't have a penis. And he obviously wasn't humping the glass. But his tube was protruding as if he was getting ready to fertilize eggs and he was rubbing his belly into the pit he dug as if he was fertilizing eggs. I've seen plenty of fish lay eggs and have them fertilized.

It is possible you triggered a "breeding mode."

Its common for females to lay eggs when they anticipate breeding, I didn`t know men displayed behaviour with no females present. I have never heard of it so thats new to me.

And OP, it never hurts to medicate. if you don`t have any invertibrates or soft skinned loaches and catfish in there the medicine won`t have any bad effects if used at the correct dosage. The desease can be present in the water and still not make the fish have the white spots on their body. the medication kills it even before and after the spots appear by eliminating the desease from the water.

If my fish were itching I would just medicate the tank for a few days to be safe.
 
Google "ich heat treatment". You do not need chemicals. This has worked for me in the past.
