Just get you like a 100-125 gallon. Set it up, let it cycle.. Make sure it is cycled! Get your self a pair of hystrix.. If you can keep them alive, then consider other rays.

the hystrix eventually will need a larger tank, but 18"-24" wide tank will last them a real long time.

Excellent advise. If you can start with a 180 gallon that would be perfect. Used 180's are for sale on creigslist on a regular basis.

my 1000 gal hut and food costs a lot per month more than most i would say

elec £75 per month food £80 per month this is fairly accurate as the elec is on a pre pay key you will need to work it out in $

1kw on pumps 2kw of heaters lights pc room heater

So now your looking at a tank that is 2.5k???

there is cheaper and better options.. Go to glasscages.com
or have your local fish store get you a all glass 180 or 220 gallon, and spend a lot less.

i think it's wishful thinking on the kid's part, not so much an actual shopping list.
there's way too much "what about this?" going on, as most people would have researched the stickies and decided on the tank size and where to buy it already. he's already gone between like 3 different types of ray choices. indulge him if you'd like.
