all I'm seeing is someone making things better by taking something someone no longer wants and connecting it with someone who can use it. he's making money, people are saving money by buying used equipment that otherwise would end up in a landfill.

I've sold full tank setups that I've gotton for free before, while begging for free stuff to sell isn't the most honest practice, it's not a scam either unless he is knowingly selling stuff that doesn't work and/or leaks and isn't disclosing that or is lying about what it is he has.
