When the water passes the sponges and overflows around the intake tube, it's clogged. Clean the sponges and or media. Use tank water to do it.
 
Nah, the sponges aren't clogged. They are only a couple of weeks old. I think maybe it's missing a gasket of some kind around the intake tube?? I can't find any pictures that would confirm this for me though.

I am overfeading the two fish. There has been plenty of ammonia.
 
Is the filter tilted forward too much?

So the intake goes down to the impeller, but there is a lot of space around the tube. It looks like it's just filling everything through that space and then going in to the media chamber on top. It looks like it should fill the media chamber from the bottom so the water has to go through all of the sponges?

a picture of the filter in operation would help. It sounds like the sponge holder isn't mounted fully
 
In operation it looks fine.. You can't really see the path the water is taking. Is it the sponge holder that is supposed to keep the water from coming up around the intake tube?
