before spending any more money on lights i would get the taninns out first ( if u dont like the yellow look ) . use a good grade carbon twinned with more water changes and then see how your lights look

How much carbon do you think i should use? Foster and Smith say about a tbs per gallon. ( that sound right?)
How much water change do ya think? Its a 400Gal tank say drain 6 inches every other week?
