im not very good at legal speak, and have been sifting through sites and cefa, but am still none the wiser - if we get the import certificate, can we take part in this raffle if from UK?

If you win the raffle you are required to provide an import certificate. I have been informed that the exporter will help out as much as he possably can with the export of the fish to the winner.

For the UK to import one you would need a CITIES liecense aswell for a aro as there an endangered species.
