It looks like the animal is hanging onto the screen top like that because he is trying to get closer to basking lights/ heat source to warm himself up?

No way to make that inference without more information... How hot is its current basking spot?
 
His basking spot is between 95-100 depending on exactly where he is perched. He's only about 7 months old now and 20" long. When I got him he was being fed kale and crickets and took a while to take to a proper diet. He now gets collard, mustard greens, chard, a couple different kinda of squash, papaya, and occasional bell peppers. There's no way he can get stuck in the screen as the spaces between each "bar" is 3/4". Enough to keep him in but not get stuck. When he was clinging to the screen was because he was 14" long in a 29 just so I could make sure he was eating and seeking out food, now that I know he is he can be in the big enclosure.

And as far as I can see he's at a proper weight. I wouldn't say he's underweight at all.

Thats a cool looking iguana....

Open screen top cages with higher wattage basking lights above, can dehydrate reptiles. The air in the cage that is being super heated is rising right back out of the top of the cage, (hot air rises) at such a rate that its literally sucking the moisture out of everything in the cage , including your reptile.
It works on the same principle as a beef jerkey machine or a food dehydrator, using heat and air flow to remove the moisture from food.
 
He was upset. He doesn't like being handled much. I know how to spot a dehydrated reptile and he's fine. He has constant access to water and fresh food. He gets misted 2-3 times daily and soaked every other day to make sure his water intake is where it should be.

he small guy, I had mine for 5 years got 5ft before power went out for 3 weeks and could not keep him warm. nothing but veggies for food, stay away from crusaferiuos(sp) type. kale is good for him. I used a small food processor to blend up everything. when he gets older you will know if a male or not if he humps his basking log. if male this will need to be cleaned from time to time. is he/she doing the head bobbing thing yet? watch the tail when picking up as it will detach if its a means of escape. they are true lizards. they love a good warm water bath, but will make him poop, you will need a much larger enclosure down the road. have fun with him, they can be quite personable if handled often, and whern larger there claws can rip the pee outa yu, not something they do on purpose, just the way there noodles grappling hook toes work.
 
I'm pretty handy so I'm just going to build a bigger enclosure down the road. He's been head bobbing for a couple months already. He gets a mix of greens and healthy veggies with some fruit (I just downloaded the feeding chart from green iguana society for when I go to buy food).
