Do the membrane thing below the gills grow back?

I have a flowerhorn fry who was bullied by its tankmate another flowerhorn and the membrane thing below its gills was torn apart
 
Hard to tell from the photo but it appears that part of the gill cover is torn? If so it will probably heal to a degree,it may or may not look the way it used to.
The important thing right now is to keep the water pristine in order to stave off possible infection of the damaged area.

But will it regrow?
 
Not sure if it was a part of the gill plate but
It is the thing inside his gill plates that keeps on flapping when hs breathes i think
 
It is that thing, not the gill plate but the soft part
In betta fish i would call it the beard

I got a fish with aeromonas bacteria that ate a hole...yes a hole...in it's abdomen (close to the same area as your fish but lower). It looks like it healed over, but I can still tell there was a hole. I think it will take a lot of time to fill in with scar tissue, might not fill in all the way, but it can heal up with good water and care.
