I know this is random, but I've noticed this more than once at work before. I'll be in a stall, and someone will come in to the next stall to drop their kids off at the pool, and they don't use a seat cover.
I've also noticed that some will use the urinal and walk out when they're done without washing their hands. Or they'll rinse off their hands real quick without even using soap.
gross man, sometimes, I'll even use 2 seat covers depending on how confident (or lack there of) I feel about the cleanliness of the restroom. If none is available, I use toilet paper, sure it's a pain when they stick on you as you step off or lean to the side to clean yourself but it just feels more sanitary to use them than not even though they may provide minor adequate protection.
