Well for starters looking at what happened so far I doubt the OP will put his kids in a position where they would be at risk. Secondly the dog so far has only been aggressive toward other dogs and has been skittish of the OP. This is a trait breed into Pits, to be animal agressive and not people agressive. I own a pit who is 9yrs old, is aggressive toward other big dogs but has been to obediance school, is well behave and has never bit or showed any aggression to a single person. So just because it went after his dog doesn't mean it's going to eat his kids or try to bite any people.
So long as they are careful until this is resolved there is no reason anyone should get attacked. It's not fair to just run out and kill the dog if there are other options out there, that is just a knee jerk reaction from people who are scared.

To the OP:
Use a bunch! I'd say at least 6-7. If you just put it out and he's eating it with out being scared off chances are he'll fall asleep right there if not close by. It'll take a little work on your part but hopfully it works and this gets resolved with out any killing.
