rice or siica pulls the moisture out of the phone best when inside a sealed zipper bag. camera stores sell large silica packets, those are faster, more efficient & thorough for electronics. rice is slow.
I once rehabbed a cell after it fell in a toilet. it acted quirky for a short time but did return to normal.
