A big pump that is throttled back with a ball valve will actually use less electricity to move the same amount of water. Also it is a good idea to put an anti-siphon valve in the return so that it can't back flow. That way you can have one lower or aim down with loc line or something.

I agree with you; I think you are misinterpretting what I said. I said a larger pump will cost more to run than a smaller pump. An appropriately sized pump will typically cost less to run than an oversized pump valved back, all else being equal. I would say this is far more often true than not.

so what size pump do you recommend if i change the size of the pump would need new size the bulkhead for the overflow and the return

Whether the drains are closer to the sides of the tank or in the middle isn't all that important...I would base my decision on where you place food in the tank. I would want the drains as far away as possible from where you place food in the tank because any food that is not eaten right away will get sucked down into the overflow.

In other words, if you feed near the middle of the tank, I would place the drains closer to the sides of the tank as opposed to in the middle.

In regards to your pump size, I think you are fine with that pump. I would place a ball valve on your return line so that you find that it provides too much flow you can valve it back if necessary.

My advice on drilling would be to lubricate with soapy water. You don't want the acrylic to heat up and melt around the hole saw. If you decide to stop drilling for whatever reason, you want to pull the drill away from the hole prior to stopping it so that you don't risk getting it stuck in the acrylic.
