should i buy jungle val or elodea? what one is better?
This apples and oranges. Elodea is a water column feeder where jungle val is a root feeder. Elodea will feed off the excess nitrates in the water. Jungle val will need root fertilizer.
I prefer the look of val's too.

how should i plant them if my aquarium is bare bottom?
If your aquarium is bare bottom, plants like elodea, or Hydrilla are best because they don't need substrate.
Floaters like water sprite, and salvinia also work.
Anubias and Java fern are also good when attached to objects like waterlogged wood or rocks.
You can sometimes buy Val or other normally substrate rooted plants in pots, and as time goes along move them to larger pots.

Unfortunately it’s not quite that simple. Different plants grow differently under lights of different wavelength, intensity and colour spectrum.
More light won’t always help if it’s not the right kind of light, and then too much light helps the algae grow too, sometimes more than the plants!
