Without more information, I suggest you begin doing a 50% water change every day. Also, have you been using a Python suction to thoroughly rifle through and clean the gravel in your tank when doing water changes? I suspect the water in your small tank (for an adult Oscar) was not being kept sufficiently clean and now he is dying from being forced to live in an increasingly toxic environment as he grew. Hopefully, you will see gradual improvements in his health if you stick to this cleaning regimen.
