Flowerhorns are hybrids of at least 4 fish and many are selectively bred for certain traits. Few get a huge hump but not all, your fish seems to not have a gene for it.

It still is a good looking fish. For care I keep tank at 27°C, feed twice or thrice food from NLS or northfin, do weekly water changes, show mirror for 15 mins after feeding.

Generally looks can be deceiving when it comes to gender. The only sure fire way to ID a FH's gender is to take it out of the tank, hold it upside down and look at the 2 holes infront of the anal fin. If the hole closest to the anal fin is larger then the other hole it's a female, if the hole closest to the fin is the same size or smaller then the other hole it's a male. I had it once where I thought my biggest FH was male due to the large kok but one day I decided to vent it and found out he was actually a she the entire time. I'll post a couple pics to show what I mean.

It's different with each and every fish. Some grow theirs' faster then others while some don't grow one at all, regardless of gender. Males tend to grow a bigger kok then females but not always. But like I said, each fish is different so yours may or may not grow one. Honestly don't be disappointed if yours doesn't grow a big kok, the bigger the kok the more unhealthy it is for the fish. Take my old male for example, he had a kok that was just too big. It gave him allot of problems when it came to eating and swimming along with constantly giving himself head wounds. His daughter on the other hand has a big kok for a female but is still a healthy size for even males to have. She has no problems what so ever.

Btw this was my old male before he passed away a couple of years ago. If his kok was about half the size it was, he would've probably had allot less problems.

Faders usually show hump potential at early age and kamfas at later age. My kamfa took time. Not all fish get a big hump though, very few do. I would say don't worry much, my favorite flowerhorn till date had no hump, your fish looks good, if you like his personality just enjoy him. :)
