Just because they are male and female does not automatically mean they will pair up. All you can do is wait it out. At least they are not beating each other up.
You are correct about that, they may never pair but at least its worth a shot. if you dont have success within the next couple of months, i should be thinning out my festae colony by then which they will be 4.5-6" and you can grab one or two
