Fire eel?

At that size try earthworms or ghost shrimp. Occasionally offer a piece of shrimp, eventually he will take it. Once mine tried it he hasn't wanted anything else.

Okay, any ideas where I can get small worms that I know are clean?

You should be able to get them locally at a pet store. Petsmart carries both red wigglers and night crawlers or if you really must there is always Wally World. There are places online to order in bulk. You could also get some, set up some bins and raise your own while recycling kitchen scraps.

I got my TT variant on pellets...you just have to hold out. Eventually they will take them. Soak pellets in the defrost water for it's favorite foods.
 
Mine have always eaten nightcrawlers, and frozen krill... my lil' guy eats blackworms.. and will be moved to nightcrawlers as he grows.. my M dayi eats just about anything but pellets. spineys are notoriousely hard to get onto prepared foods. ime i keep my eels well fed, but not stuffed so they try the other foods offered to the tank... this has to date been the best way i've gotten them to take new foods, along with hand-feeding them... my old fires would try anything i presented with my hand. they wouldn't eat it but they would "sniff" it at least lol.
