I suppose there are a couple of fish that fit his testimony: clown loaches and giant gouramis. As long as that's all his LFS sells, then you guys have no right to criticize him:ROFL:. This is incredibly ridiculous. Maybe their total length won't get quite as long, but that's due to the spinal curvatures they've incurred from not being able to swim more than 6 inches at a time. I'd say the main limiting factor in a tank like that is lack of food. If you fed that fish the amount of food it should be eating in such a small tank, it would die very quickly of nitrite or even ammonia poisoning. Thus, the ones that survive are the ones that have been underfed for their entire lives leading to growth stunting.

I think he is right, an Oscar will only grow to 10" in a 10" tank, its obvious!

I may not have been too clear, but the 10" Oscar in a 10 gallon tank story (a true story, I might add) was meant to illustrate the point that a fish WILL NOT stop growing if kept in a small tank. In my experience one thing stops a fish's growth completely: Death. Keeping a fish in too small of a tank will hasten its demise, so in that way tank size will limit growth!
