Where are you located that you found a rtc in the wild?

Arizona bud. Believe me, scared the pants of me when that thing came out of no where and grabbed my worn in 2 feet of water LOL.

Is the RTC swimming in a pond/small lake or in large open water?

it is a series of small ponds connected through canal irrigation water ways. all of the canals lead to ponds that are surrounded by appts and houses. Not to hard to believe someone dumped a pet that got too big for their "huge" 55 gallon tank.

heading to the potomac river again at the end of the month, might do a tournament might not. they been catching 50lbers like crazy hoping i can atleast get a 40

Maybe you can try to lure to RTC in by feeding him frequently at the same spot.
Yo do have to feed a lot of bait in order to lure him or else other fish might eat it before the RTC even smellled it was there.

I know people do this to catch big wells in Europe,and I do it myself when I'm fishing for carp.
Just throw a lot of food at the same place at the same time eah day,The RTC wil get used to the bait and comes back every day at the same time.
and I agree with my mate NCstatefisher,I would be out there everyday!

I have been on it every day this week...nothing. He has the option to roam for quite a ways. Might have to chum the area like forementioned
