Are the shad in your area gizzard shad or are they the ones that run up from the salt (hickory and american) - You fish for the last two with small shad darts or shad spoons or real small curly tail grubs tandem style, they hit it to try to kill it so whatever small fish it may be doesn't come try to eat their eggs when they spawn rather than trying to eat it

) but sadly I didn't catch anything. I tried spinners, power bait, maggots, and redworms but they wouldn't hit anything. The people next to me on the other hand caught I kid you not about 50 or 60 rainbows with what looked like a live maggot but with wings. Hopefully when I go out tomorrow I'll catch something.
