stunting takes place to some level in captivity and in wild systems. in terms of captivity (regarding large predatory fishes), there is almost always some stunting effect, even in public aquaria.
if you want everyone to avoid stunting their fishes (and tons of species fit into this category), then just encourage them to leave the fishes in the wild...and generally consider forums like these useless.--
