As far as I know it is illegal to export them at all. But buying them in the states and in Canada is legal. But many people frown upon it because they are endangered.

I was concerned about that too which is the reason why I didn't put in a pleco, thankfully it hasn't been an issue
 
They show up randomly when someone manages to illegally export them. I heard a rumor that they are being bred but it could be total bollocks. It is probably possible to order them online. Although I recommend no one buy them since they are endangered and most people can't care for them properly.
 
Must be nice to get a 1,000$ turtle for free. I hope you are planning for a tank upgrade in the future.

I think thats a true rumor. I talked to a professor at Mizzou a while back to get some info on them when I was thinking about getting one. He said that in New Guinea captive bred ones are sold in all the pet stores and on the streets for what would be like $5 here.
