Foam and film, Help!

I think maybe the sand has been causing my issues. I took all the rocks/decor out today and sucked up all the poo (not much by the way). The sand is heavy enough to gravel vac with the plastic tube that connects to the hose, everytime I plunged it into the sand a ton of brown cloudy water got sucked up. So maybe I just didnt was the sand well enough.
 
maybe just remove the sand and see if it is the problem all together....

I dont think its the sand itself, I think I just didnt wash it well enough. Tons of people use pool filter sand, and I have found a lot of people who use this specific sand without any problems. If the problem continues to persist I will remove the sand, but I really would rather not switch substrates again.

well you could take it out..put it in a container and wash it well.. run the tank bare bottom and if the problem goes away then you know it was the sand... if the problem is still there then you need to look into something else

Thats a pretty good idea, if it comes back after today I will have to give that a shot.
 
But aside from the oily scum, what could cause small bubbles at the top that look kinda like soap bubbles? Higher oxygen content in the tap water in winter? Live plants? Anyone have any ideas on that?
