I dont like runningy pumps full throttle. Im going to recommend that he gets the dct 1200 and run it on the lower settings

That's completely up to you. It still doesn't change the setup I mentioned for the drains. With those two drain sizes you shouldn't have any trouble running a pretty high flow through the tank.
 
Just go with the 15000 and run it on the middle setting. More than enough flow for the 180

I would not even recommend the siphon. You are doing one of two things here. If you run just one siphon and it's the larger line that is the siphon, then if it ever gets clogged the 1" line has no chance of keeping up with the flow. If you make the 1" line full siphon then you won't be able to push enough flow through it. If you make both lines siphon lines, then any slight fluctuation in flow could overflow the tank. In addition, by using the siphon method, at least one of the lines will have to be significantly lower than the water level. This means that a lot of extra water will flow down into the sump when the pumps are turned off.

If you just run both lines as gravity drains then both can be used for flow at the same time and you can dial back the pump flow enough so that you have a low enough flow to be a bit under maximum and have room for the drains to become slightly blocked and still work well.

I'm not too worried about the reliability froma day to day basis because any problems will be caught by your friend pretty quickly. I am worried about reliability for the situation that your friend might need/want to go away for a few days/week/weeks. If he's gone for a period of time and something happens then he could come back to a ruined tank.

Not to be rude but have you read all the prior posts ? The siphon issues was addeessed by Big-G .
If it were my tank i would want the siphon and e drain but his tank his choice soo moot point
