Which one is the shaft?

the shaft is the thing that basically helps the impeller spin and hold it in place.
if its cracked or broken, thats your problem

What might have caused it if in case its cracked? You mean the actual hole where the impeller goes in right? Can you point in the photo below?

This is not good. I've only been running the filter for 4 weeks and I just noticed the water flow go down drastically last night.

Also, can the shaft be worn after 4 weeks of use. In the 4 weeks that I've had it, there has been fish in the tank for two weeks (if it matters).

Bare bottom. Filter is bought used.

Impeller runs $45 or so here in the boards.

The filter definitely looked new though and the seller is one of the most trustworthy people here in the boards. I saved $50 for buying a used one but I will end up paying for the brand new price I guess.
