Depends on what type of payment you made. Instant payment clears immediately.

Paypal says you're supposed to wait a week for an item not received dispute but all that does is give him time to get away with it. I disputed anyway and also sent an email. Which is what everyone should do.

Why would you care what Paypal says, it's clearly fraud. I believe that is referring to auctions on Ebay, which would be more legit.

Payment that was sent to him from your CC# or your Paypal balance is instant. However it still takes time to withdraw to his bank account.

I have over 200 transactions on Paypal, I never leave a balance in my account. Each time I take money from my Paypal to my bank account it takes about 3 days to complete. If I buy something I always use my credit card to purchase.

So if you paid him within a 2 day period, you should immediately contact Paypal of the suspected fraud if you paid him with your Paypal balance. I am not sure how they transfer it to the bank accounts but if it's already in progress they won't be able to stop it.

If you paid him with CC#, just file a dispute w/ your CC# co and sit back and relax if you didn't then pray Paypal does something helpful and file a complaint on the FBI website, http://www.ic3.gov/complaint/default.aspx .
 
Just got off the phone with paypal the number is
14029538800 for those who need it, as I know online it is really hard to "escalate a dispute". So basically go on your paypal, hit customer service,when the phone prompts you give them the 6 digit number, then speak with an agent to get the funds on hold.
However legally paypal cannot tell you if the funds on hold are even available.
This really sucks, but I don't know why he would even try to talk to me yesterday via pm seeing how the payment was instant.
 
I have never used Paypal so this may be a dum question but wont they be able to see his bank account that he transfers his money too? If not how does he cash out?

ever buy anything online? what more do you have, other than blind faith? if you wanna get a good deal, you just have to hope that you get your product from that person or company.

people get scammed all the time. thats the risk of buying stuff online. just pay with a credit card so you can CYA!!!!!!!

exactly what i did. no worries here :) and im not gonna get all wound up about it. in fact, im gonna go have a beer and look at my fish :cheers:

PayPal can't do squat to protect or refund your money, and most times they WON'T refund your money because it costs them money to do so, this comes from experience - if you don't use a Credit Card with fraud protection you're getting shafted out of your cash.
What about the paypal credit card? I have that and have been scammed out of a project car...got my money back...but that was ebay. Anyone that is a verified buyer and has the paypal credit card...see what you can do.
