I like both characters a lot, and some people have raised some good points since I posted early on...
...BUT, as someone whose seen all the movies and read all the books for each, I can't put Dumbledore over Gandalf, especially because Dumbledore's powers seem to stem a lot from his artifacts and weapons and he manages to lose those or be defeated despite them in the series.
Plus, Gandalf was wise enough and good enough to resist the one ring when it was offered to him. Dumbledore would have taken it to become more powerful, as he seemed to do that with anything in the Harry Potter world that could offer him more power. Then he would be like a Gollum-version of Dumbledore... (Dobby? Dobby-dore?)
