Hey, i just wanted to throw this out there. I bought fish in europe twice and brought them over to US without any paperwork. I had them as carry-on in a container before the no liquid ban (now have to put them with luggage). Fish and Wild life inspected them on my arrival and let me throu. No problems at all. I know it is different from shipping, but if you go on vacation to Singapore, you can just buy them and bring them over as pets.

I believe this is the exception, not the rule.

You were lucky. This is not legal and I'm suprised US Fish & Wildlife did not confiscate them. I think they look at everything a lot closer in the post 9/11 environment and think this is an very bad idea.

i declared them when i got to the states. I also had them cleared by european customs. they were brought in as you would a pet dog. i am pretty sure it is legal. it was post 9/11 but before no liquid ban.

Check the customs webpage for bringing personal pets over. It is different from importing. No paperwork is need for pet fish.
