Gluing

If you have substrate careful not to get it into the pump, the impeller won't last long..
 
It looks like you could put a hose on the inside of "small part" and then use a hair dryer or heat gun on the other side of that to fit pvc. Measure the small part and find what size vinyl tubing will fit over it, it looks like it will fit over both with some loving. You will need a clamp over the pvc, but I might be misunderstanding how the small part works.
 
OP, does the pump have any sort of "connector" or attachment inlet? Based on the pictures, it just looks like it would and not be exposed as is. Usually all pumps would have this where additional connectors would fit. You then can even add threaded connectors for future removal if needed. Although, none of this works if the size doesn't fit, I realize.

I assume the pump is basic "ABS". If so, I would think any transition PVC/ABC glue would work. Again, assuming the parts fit. But just something for you to know if case you ever do glue PVC/ABS. I use that to glue PVC to my bulkheads. Weld-on and other brands have this, FYI.
 
I was put some rubberbands, twisted the pvc in, and it is very tight. But that way couldn't hold the pvc in place. I need some glue to glue the pvc with rubberbands and a pump. I need something to weld them and make them into one part.

There was a post here about 10 years ago (or more) in the DIY section where someone fitted a piece of PVC onto the tiny thread or lip of an old powerhead (small like yours) to attach a propeller and turn it into a circulation type pump.
He explained how to use router to make a groove to do.
