Regardless, paypal will always look in to any claim made to determine it's validity, ebay purchase or not. I went through a claims dispute non-ebay related back in December.
To clarify on all this paypal crap, as i had to go through it when I got scammed...they will look into it, but it doesn't have the same protection as if you went through ebay, since it's a third party site. As far as them refunding the money, even if you win your claim, they will only reward you with what they can get from the sellers account. The seller pulled my money, so i got 0 dollars. Paypal told me they were sorry they couldn't recover, but their attitude changed shortly after when they found out I paid with debit and by talking to my bank I was able to get a reversal of funds and recovered my money. As a result paypal put my balance with them at a negative, and then came after me, then when I refused to pay, sold my information to the creditors, who I sent letters to and hopefully they leave me alone. but it won't leak, unless it is packed like crap and/or the moving company cracks the tank or something.
