Green Terror, slow growers?

While I havent kept tiger barbs with SA for long (~1year) I can't say for sure, IME tiger barbs bicker in their own school as long as schools are kept. I have more experience keeping them with Africans. The barbs were too worried about their hierarchy then fin nipping the Africans and they served the tank as dithers. Worked very well for me however my one buddy tried barbs with his africans and they didnt make it.
Tiger barbs are only an issue if kept individually. It was funny, two of my tiger barbs would duke it out in the center of my tank while all the africans did there own thing lol.
As far as growth rate I believe the answer was already stated.

As I said, cichlid growth rate is proportional to their ultimate size. Amphs and Jags can reach 16 in, GT only 10 in, so you should expect GT to grow 1/3 slower.

+1, this is oftentimes the situation biologically, but there are environmental factors too that help influence the growth rate. +1 though, very good post! :)

If your Severums can hit full size in 1.5 year, you must be feeding them a lot. Most large cichlids don't hit full size until 3 year or older, 80% full size in 2 years, and 50% full size and ripe to breed in the first year. So 4 to 5 inch GT in one year is normal, assuming that you feed them normally twice a day and do regular WC.

I normally do 30percent water changes every one -two weeks

You probably should up your water change amount and frequency. It really helps alot. I have all my growouts in a 125 gallon. I do a 100% wc in 7 days. I do 50% on wednesday, and 50% on Sunday. Ive been doing this for the last two months, and my growouts are showing tremendous growth.

Thanks guys, I am moving him into my 100 gallon (in storage) once I move into my new place next summer. I have 7 tiger barbs and yes they just do their own thing, quite entertaining lol.
