Quick question for the original poster.
Do you use tap water without any priming, dechlorinator, etc.? If you're not, you're killing your good bacteria in your filter, even when you do partial water changes. That will do it for a good algea bloom. As such, you're probably constantly cycling or filter doesnt even have time to do it.
