No, not long term too many fish.
I would drop the clown loaches, eventually that will be crowded.

If I drop the clowns could it be forever? Or still overloaded?

What if I was to drop cats and clowns and do 20 Tetras?
 
That would work providing your gt's don't eat the tetras. BA tetras are quick so I think you will be ok if they are quite big.
Personally I would drop the barbs too.
Being from another continent they would just look wrong to me. That doesn't mean that they won't be compatible though.
The gt's, ancistrus and 20 to 30 tetras would look good. Less is more in my opinion. Not keen on a mix and match of fish.

5 Clown Loaches (right now they are really small and would take forever to grow)
25 Buenos Aires Tetras
 
Are the plecos because you already have them? Or just like them in general?
I’d toss them off the list personally. Too much poop, no real benefit, they hide too much, ect. Just personal thoughts here.

I really would I love to have them in the tank... love plecos. One of my favorite fish (right after Cichlids)

If I toss them off can I Up the clowns to 10?
