Has anyone kept this fish?

A dogfish sounds like a really nice addition....It seems to prefer a heavily planted open top tank. My only worry is about jumping..

What is it? It looks more like a python water change system to me than a fish but I might be wrong....Or perhaps an algae scrubber, seeing how clean the glass of the tank is...
