I was thinking that it was a Peregrin too, or a kestral.

There are many birds, both raptors and regular, that are adapting to human life and cities... but there are also many that are not and populations are decreasing. This is especially so for many of the field hawks and birds which need the large fields for feeding.

I have an osprey that comes very close, I had him for about 2 weeks while he was hurt, I think it hates me

I don't have a problem with you feeding it to a bird tho. beats flushing it.
 
Ive had lots of up close raptor encounters.

I volunteer at a nature center and there is a pair of Barred owls that live around. When the curator Mike comes around the back, the owls hoot at him until he gives them a mouse. He doesnt do it enough to affect them, just when we have guest programs and stuff like that.

In fact, just last saturday at the center, a Coopers hawk came up. From the second (main) floor, we can see the bird feeder, pond, etc. The hawk landed on a bench, and we watched it dive talons-first into the bushes after a bird. Pretty cool.

Also, Ive seen ospreys in action. Im on the rowing team, and theres a drought. All the fish are concentrated in small areas. We went out one day, and a pair of ospreys followed us. maybe we stirred up fish or something. Anyway, were just doing a slow row when I see the streak of brown dive into water. It was very cool. I was fascinated but the rest of the team was like 'nerd...' lol
 
It could be a hawk, It's hard to tell without being able to see the head up close.

Yep, something tore his wing and side up, and he couldn't fly, so I took him in, I aquired some new scars during that time..
I HATED giving him live mice, but that was the only way he would eat.
