I would try Kanaplex since it is readily absorbed through the skin and the wound had shown signs of healing initially using Sulfa. You can combine Kanaplex and Triple Sulfa.

Ph is 7.6. Since the 2nd betadine swab the wound looks to be stained and not oozing. Good thing I'm guessing?

I can't say for sure if it's TB. If OP uses Sulfa and Kanaplex in tank water, and a daily betadine swab, I'm hoping that will knock it out permanently.
