here's another bad idea for you to ponder. how about using a ceramic heat emitter used for reptiles? just screw it in like an incandesant, but don't have to deal with the light.
 
Wouldn't it cost more to make a sealed box, buy plumbing, buy a pump, buy fixtires, buy wiring...

Than buy a heater?


I think reinventing the wheel may be more practical...

Seriously-just don't do it man.The fish aren't worth you burning your house down or electrocuting yourself and dieing. You would be better off with no heaters at all b4 trying this.Where are you located? There's gotta be someone near you with a spare. I'll even give you one if you are near me.
Just post your location-seriously. I will GIVE you a heater if you are near me. Or screw it-pay the couple dollars shipping and I'll send you one free. Or....post an add-"PLEASE HELP! I NEED A HEATER!"
