is your fish has the same white stuff all over? I'm worried that if I do wc, it would stress him up. He won't even eat anything I offered. I'm hopeless now.

It wont stress the ray out I was siphoning near my ray and she was fine and ignored it make sure to not get too close or hit the ray with the siphon.

First off you need to get this ray to eat. Its skinny, has sunken in head and running spots. When it eats and fattens up the you can start to think about meds. Keep the tank dark, offer earthworms and keep your waterschedule really tight. I would keep nitrate at 5ppm tops. What is your parameters reading?.
